Footage of a POW exchange between the North Vietnamese Army (NVA) and the Army of the Republic of Vietnam (ARVN) during the Vietnam War in 1973. The NVA POW in red pajamas appear disgraced and many are injured, while the ARVN POWs as they are freed they appear in good health and are celebratory.
Apparently part of the Tet Offensive (30 January-29 February 1968) launched by North Vietnam. This is a low-intensity conflict being fought on what looks to be the outskirts of an urban area. A few U.S. and South Vietnamese troops are firing, but we never really see their targets. Not a full-blown firefight but definitely combat.)

During most of his address the shot is a close up of Reagan, interspersed are shots of the Congress and an occasional medium shot of Reagan at the podium from an angle other than straight on.
